Put this 3-inch swivel under a wash-bay deck cart with a wider bolt pattern, where the larger plate spreads the mount, the wheel takes a hosing, and a side brake holds it between jobs.

This A-Line POD from Pemco is a polyolefin tread on a polypropylene core, a hard black wheel that shrugs off water and detergent without swelling or rusting, so it lives in wash bays a metal-core wheel would corrode in. A side-mounted foot brake locks the wheel with a tap so the cart holds while the swivel still turns, the larger 3-1/8 by 4-1/8 inch top plate bolts to a wider bolt pattern, and the Delrin plain bearing runs maintenance-free. The tread holds to 180°F.
