The total lock pins the wheel and the swivel so the loaded cart neither rolls nor turns when you step on it, the HI-TECH polyurethane tread carries more than rubber and rolls away without a flat, the 1/2-13 stem threads into a half-inch boss, and the bigger 4-inch wheel clears thresholds.
