Specify this 2.5-inch Performa rubber swivel with the top lock brake on the standard 3-5/8 by 2-1/2 inch plate for the parking corner of a quiet institutional cart, the soft non-marking caster that bolts to the common pattern and locks the wheel still.
The standard 2 Series plate drops onto a frame already drilled for that footprint, and the top lock brake stops the wheel so the cart holds at a station. The soft Grey Performa rubber tread runs near-silent and protects finished floors, and the Delrin plain bearing rolls maintenance-free. At 2.5 inches it keeps a low deck. It is the quiet braked corner for a standard-plate institutional cart.
