Set this 8-inch total-lock phenolic swivel on the corners of a heavy cart that crosses dock plates and then parks dead-still, where the tall wheel bridges the gaps and any drift once set is a problem.

The total lock pins the wheel and the swivel together in one pedal, so the loaded cart cannot roll or pivot around a planted wheel once it is set. The wheel is hard resin-bonded phenolic from Pemco, shrugging off oil, grease, and solvent from -45°F to 250°F. The 8-inch diameter clears dock plates and broken floor, the roller bearing carries the weight, and the brown phenolic wheel bolts on through a 4 by 4-1/2 inch top plate.
