Specify this 2.5-inch conductive Performa rubber swivel with the top lock brake and 3/4 NPT pipe stem for the parking corner of a static-safe pipe-frame cart, the caster that drains charge to ground and locks the wheel where the cart parks.

It carries two safety features at once: the conductive tread bleeds static off the cart so it cannot spark in an ESD or flammable area, and the top lock brake stops the wheel so a parked cart holds at a station. The wheel keeps the soft, quiet, non-marking Performa ride on a ball bearing, and the pipe-thread stem threads into a 3/4 NPT pipe leg. At 2.5 inches it keeps a low deck. It is the static-safe braked corner for a pipe-frame cart in a sensitive area.
