Choose this 4-inch E-line swivel for a medium shop cart corner that has to park square, the wide-tread TPR caster whose total lock freezes the wheel and the swivel on a bolt-on plate.
The total lock pins the wheel and the swivel head together so a loaded shop cart holds square to a bench, and the 4 by 4-1/2 top plate bolts to a flat deck for a secure medium-duty mount. The roller bearing carries the E-line load class at a walk, and the wider 2-inch Pemco TPR rubber on a polypropylene core rolls soft and quiet and leaves no marks on a finished floor.

Skip the TPR wheel if the cart nears the top of its load range or works near heat over 180°F; a firmer TPU polyurethane or cast iron E-line wheel holds the line where rubber spreads.
